Meta business verification and Coexistence numbers
Meta business verification applies to a Meta Business Portfolio, not to a phone number. A portfolio can send without it, starting at a limit of 250 unique recipients a day and two registered numbers. Verifying is one path to a 2,000 limit, raises the number cap to 20, and is required before applying for the blue check.
The messaging limit of a newly created business portfolio, in unique recipients per moving 24 hours.
The registered number cap rises from two to 20 once the business is verified or reaches a 2,000 limit.
Minimum time on the platform before a number can be eligible for Official Business Account status.
Is business verification required to connect a number?
No. Meta's documentation treats verification as a way to raise what a portfolio can do, not as a condition for sending at all.
A newly created business portfolio starts with a messaging limit of 250 unique recipients outside the customer service window in a moving 24 hours, and a cap of two registered business phone numbers. Both apply whether or not the portfolio is verified, and a business can message its customers inside those limits from day one.
What verification changes is the ceiling. It is one of the three paths Meta lists for moving the messaging limit from 250 to 2,000, and it is one of the two triggers for lifting the registered number cap to 20.
What does verification unlock on WhatsApp?
Three separate things, which are often described as one.
- A messaging limit path: verifying is one way to qualify for 2,000, after which Meta's automatic scaling takes over.
- A larger number cap: Meta raises the portfolio from two registered numbers to 20 and sends a
business_capability_updatewebhook. - Official Business Account eligibility: the portfolio owning the number must be verified before a blue check can be requested.
- None of the three changes how the WhatsApp Business app works on the phone.
How does verification apply to a Coexistence number?
Through the portfolio. A number connected through Coexistence sits in a WhatsApp Business Account that belongs to a Meta Business Portfolio, and verification is a property of that portfolio. Every number in it shares the result, along with the portfolio's messaging limit.
The blue check is narrower. Meta's Official Business Account page states that it does not grant that status to WhatsApp Business app phone numbers, among others, and it does not separately describe numbers in use with both the app and Cloud API. The other eligibility criteria are verification, at least 30 days on the platform, two-step verification on the number and an approved display name.
Which portfolio should be verified?
The one that owns the WhatsApp Business Account, which for a business connecting its own number should be its own portfolio.
This matters for agencies. If a client's number is connected inside the agency's portfolio, the agency's verification, limit and number cap are what apply, and the client's limit is shared with every other number the agency holds there. Meta states plainly that one number can consume all of a portfolio's messaging capability in a given period.
Connecting each business inside its own portfolio keeps verification, limits and billing with the business that is actually sending.
Common mistakes
- Delaying a connection until verification finishes. Sending works without it, inside the starting limit.
- Verifying a different portfolio from the one that owns the WhatsApp Business Account. The result does not transfer.
- Holding several clients' numbers in one agency portfolio. They share one messaging limit and one number cap.
EasyCoexistence connects each number into the business's own portfolio through Meta's Embedded Signup, and reads the portfolio's messaging limit from Meta, so a change after verification shows up as an event.
