WhatsApp error 133010: phone number not registered
Error 133010 means the phone number has not completed registration on the WhatsApp Business Platform. It may be attached to the account and visible in the dashboard, but until registration finishes it cannot send anything.

What does registration actually mean here?
It is the final step that makes a number usable for sending, separate from the number existing on the WhatsApp Business Account.
Onboarding attaches a number to an account and gives you its identifiers. Registration is what tells the platform the number is ready to transact, and it is the step people skip without realising because the dashboard already shows the number by then. Everything looks connected, and the first send fails.
On a Coexistence number this is easy to miss for another reason: the WhatsApp Business app on the phone keeps working perfectly throughout, so nothing in the business's day to day suggests anything is incomplete.
How does onboarding end up incomplete?
Usually because somebody closed the window.
Meta's Embedded Signup runs as a popup, and it has several steps including a code scan on the phone. Closing it after the number appears but before the flow finishes leaves exactly this state. So does losing the phone partway through, or a session timing out while someone goes to find the device.
The fix is to run the flow again rather than to retry the send. Reconnecting picks up from the beginning and completes the registration, and nothing about the number or the WhatsApp Business app is harmed by going through it twice.
Common mistakes
- Retrying the send. Registration does not complete because a message was attempted.
- Assuming a visible number is a working one. It can be attached to the account and still unregistered.
- Diagnosing from the phone. The WhatsApp Business app works normally whether or not registration finished.
