Error 131045 means the phone number has not been registered for Cloud API messaging. Adding a number to a WhatsApp Business Account and registering it for sending are separate steps, and this error means the second one did not happen.

Why there are two steps

Because a WhatsApp Business Account can hold numbers that are not sending anything. Adding a number establishes ownership; registering it activates it for Cloud API messaging and sets its two step PIN.\n\nOn a manual setup these are separate API calls, and it is easy to complete the first and forget the second. The number then appears in the account, looks correct in the dashboard, and refuses every send with this error.

What resolves it

Depends on how the number got there.

  • On a manual setup, call the register endpoint for the phone number id with its two step PIN.
  • On a Coexistence onboarding through a provider, registration happens inside the flow, so this error usually means the flow did not finish.
  • If the number was recently migrated from another account, registration must be repeated on the new account.
  • If registration itself fails, the cause is usually the PIN, which is error 133005.

Common mistakes

  • Assuming a number visible in the dashboard is ready to send. Visible and registered are different.
  • Abandoning the onboarding flow partway. The last steps are the ones that register.
  • Confusing this with 133006, which is about verification rather than registration.
