Verification versus registration

Verification proves the business controls the number. Registration activates it for Cloud API messaging. They happen in that order, and this error means the first has not completed.\n\nThe practical requirement is that somebody must be able to receive a code on that number, by SMS or by an automated voice call. A number nobody can answer cannot be verified, which is the real blocker in most cases rather than the API call.

What blocks verification

Almost always something physical rather than technical.

  • Nobody has the handset or SIM, which is common with a number inherited from a previous owner.
  • The number is a landline with no SMS, in which case voice verification is the path.
  • A virtual number whose provider filters or delays the code.
  • The number is already registered on another WhatsApp account, which must be resolved first.

Common mistakes

  • Attempting registration before verification. The order matters.
  • Choosing SMS on a landline. Voice verification exists for exactly this.
  • Assuming a virtual number will receive the code reliably. Many do not.
