Who is actually billing whom?

Two companies, and only one of the bills has anything to do with your provider.\n\nMeta charges for conversations on the WhatsApp Business Platform, and it charges the payment method attached to your own WhatsApp Business Account. That relationship is between you and Meta. A provider sits beside it, charging for access and tooling, and never sees those conversation charges at all.\n\nThis is why the error cannot be fixed by contacting your provider, and why nobody in that position can add a card on your behalf. It also means the conversation cost cannot be marked up by a provider that never receives it.

Where is the payment method set?

In WhatsApp Manager, on the WhatsApp Business Account that owns the number.\n\nYou add or update a payment method there, and the account has to have one before certain sends will work at all. Marketing template sends in particular require it, which is why the error often appears the first time someone tries a promotional send on an account that has only ever replied to customers.\n\nThe API deliberately cannot do this. There is no endpoint for attaching a card, by design, because it is an account level commercial relationship rather than a messaging operation.
