Is WhatsApp Coexistence available in Spain and the EU?
Yes. Meta's current documentation for onboarding WhatsApp Business app users lists requirements on the number, the app and the partner, and no geographic restriction. A +34 number qualifies when it is already in use on the WhatsApp Business app, runs version 2.24.17 or newer, and is connected through Embedded Signup by a Tech Provider or Solution Partner.
Lists from the early rollout that left the EU out are still shared, and Meta's documentation no longer supports them. After onboarding the phone keeps working, and the number answers through Cloud API at a fixed 20 messages per second.
What does Meta charge per message in Spain?
Meta charges per delivered message, by category and by the market of the recipient's calling code. Spain (+34) is a named market, separate from the Rest of Western Europe region that covers Portugal, Ireland and others. These are the list rates effective October 1, 2026; the marketing rate was last raised on July 1, 2026. Volume tiers can lower utility and authentication for portfolios with high monthly volume to Spain.

Which messages are free for a Spanish business?
Messages sent from the WhatsApp Business app on the phone. Meta's documentation states they stay free after onboarding, and Cloud API pricing applies only to what goes through the API.
Through the API, Meta gives each business phone number 1,000 free service messages per month, the non-template replies sent inside the 24 hour customer service window, resetting monthly. A customer who comes in from a Click to WhatsApp ad opens a free entry point window of up to 7 days with no charge for marketing, utility, authentication or service messages.
Since October 1, 2026, utility templates sent inside an open customer service window are charged.
Can Meta bill a Spanish business in euros?
Yes. EUR was already an available WhatsApp Business Platform currency before Meta added ten more in 2026, and Meta publishes a full EUR rate card in which every market, not only Spain, is priced in euros.
The currency is chosen when the Messaging account is created and stays fixed afterwards, except through Meta's Currency Migration API. Meta's pricing page describes mandatory local billing migrations only for Brazil and India, so a Spanish business chooses EUR or another supported currency itself.

- Using marketing figures from before July 1, 2026. Meta raised Spain's marketing rate on that date.
