"Your app is missing required Graph API permissions for Cloud API companion pairing"

This message means the platform that launched the signup lacks the WhatsApp permissions Meta requires, at the access level Meta requires, to connect a WhatsApp Business app number to Cloud API. Meta only lets a business grant permissions for which the platform holds Advanced access. The business cannot fix it; the platform has to.

Advanced access

What a partner needs for each permission before its clients can grant it through Embedded Signup.

200

The error API calls return when whatsapp_business_management is used without Advanced access on accounts the app does not own.

2 permissions

whatsapp_business_management and whatsapp_business_messaging, the two Meta says WhatsApp integrations generally need.

Tech Provider

Meta requires the platform to already be a Solution Partner or Tech Provider to onboard business app users.

What does the message mean?

The full text reads: "Your app is missing required Graph API permissions for Cloud API companion pairing. Please verify advanced WhatsApp Business permissions are granted, then try again." Meta's public error references do not list this exact wording, but each part of it maps to something Meta does document.

"Your app" is the Meta app of the platform running the signup, not the WhatsApp Business app on the phone. Meta does not define companion pairing publicly; read in context, it describes Cloud API joining a number that stays registered in the WhatsApp Business app, which is the Coexistence arrangement. And "advanced" WhatsApp Business permissions refers to Advanced access, the level Meta grants through App Review.

Which permissions are involved?

Meta's permissions documentation names two that WhatsApp integrations generally need. whatsapp_business_management covers account metadata, templates, phone numbers, analytics and account webhooks. whatsapp_business_messaging covers sending messages and receiving message and status webhooks.

For a partner whose clients use its app, Meta requires App Review and Advanced access for every permission the app needs. Meta states the consequence directly: without Advanced access for a permission, clients cannot grant it to the app through Embedded Signup. Calls made with whatsapp_business_management on accounts the app does not own, without Advanced access, return error 200.

A platform can check what a business actually granted by inspecting the token with Meta's debug_token endpoint, which lists the granted permissions under scopes.

What can the business do?

Very little on its own side, and it should not try to change its Meta settings to clear this. The fix sits with the platform: it needs to be a Tech Provider or Solution Partner, which Meta lists as a requirement for onboarding WhatsApp Business app users, and it needs Advanced access approved for the WhatsApp permissions.

What the business can do is report the exact message to the platform, then retry once the platform confirms its access, or use a platform that already holds that status. Retrying the same flow on the same platform before then produces the same result, and it does not affect the WhatsApp Business app on the phone.

Common mistakes

  • Granting more permissions in the business's own Meta settings. The missing access belongs to the platform's app.
  • Self-hosting a tool on a developer app without App Review. Without Advanced access, businesses cannot grant the needed permissions.
  • Retrying repeatedly on the same platform. The result changes only when that platform's access changes.
Doing this with EasyCoexistence

EasyCoexistence is an independent Meta Tech Provider with its own Meta app, and runs Embedded Signup v4 for Coexistence, so businesses connect their number through a platform that already carries the access Meta requires.

Frequently asked questions

Is something wrong with my WhatsApp Business app?

No. The message refers to the platform's Meta app, not the app on your phone, which keeps working.

Can I grant the permission myself?

Only permissions the platform holds Advanced access for appear for you to grant. The missing access has to be approved for the platform first.

How does a platform get Advanced access?

Through Meta App Review for each permission its app needs, as a partner whose clients use the app.

Does the business need App Review?

No. Meta says a direct developer accessing only its own business data needs neither App Review nor Advanced access.
