WhatsApp Coexistence in Italy: availability, Meta rates and setup

Italian numbers can use Coexistence, since Meta's onboarding documentation for Business app users names no country or EU restriction. From October 1, 2026, Meta charges US$ 0.0795 (€0.0658) for each marketing template delivered to a +39 number and US$ 0.03 (€0.0248) for each utility or authentication template. Is WhatsApp Coexistence available in Italy?

Yes. Meta's documentation for onboarding WhatsApp Business app users to Cloud API lists what is needed, mainly app version 2.24.17 or newer and a Tech Provider or Solution Partner using Embedded Signup, and contains no country, region or calling code exclusion. Nothing in it adds a condition for European Union numbers. A +39 number in active use on the WhatsApp Business app is eligible.

An Italian number is refused only for the general reasons: it is on the consumer WhatsApp app, the app needs updating, or another provider still holds it. The eligibility page explains each and how to clear it.

What does Meta charge per message in Italy?

Meta bills per delivered template at the rate of the recipient's country calling code, so any template reaching a +39 number is charged at Italy's rate, wherever the business is registered. Italy has its own line on the rate card rather than the Rest of Western Europe rate.

The figures below are from Meta's USD and EUR cards effective October 1, 2026. Meta lists no authentication-international rate for Italy. Free-form replies within an open 24 hour customer service window are free, a utility template sent inside that window is free, and messages sent from the WhatsApp Business app on a Coexistence number are not charged.

What changed in Italian pricing in 2026?

Meta's pricing changelog records one change for Italy this year: a higher marketing message rate from July 1, 2026, in the same update that changed rates for Spain, Poland, Hungary, Romania, the United Kingdom and others. Utility and authentication were not part of that change.

The practical effect is on campaigns. A budget for promotional templates to +39 numbers drawn up before July 2026 understates the cost, while order confirmations, delivery updates and one time passcodes are priced as before. Euro billing needs no conversion, because EUR is one of the currencies Meta publishes rate cards in, and the €0.0658 marketing figure is Meta's own.

How do you connect an Italian number and keep the app?

Through Meta's Embedded Signup, choosing the option for a number already registered in the WhatsApp Business app. A Tech Provider hosts the flow. The business signs in with Facebook, selects its Business Portfolio, enters the +39 number and scans the QR code shown in the app. Media in the synced chat history covers only the last two weeks.

After onboarding the phone keeps working, and the same number also sends and receives through Cloud API at a fixed 20 messages per second. The connecting a number page walks through each step.

Common mistakes

  • Using a marketing budget for +39 recipients drawn up before July 1, 2026. Meta raised Italy's marketing rate that day.
  • Applying the Rest of Western Europe rate to Italian numbers. Italy has its own line on Meta's card.
  • Starting onboarding on a number still in the consumer WhatsApp app. It has to move to the Business app first.
Doing this with EasyCoexistence

EasyCoexistence connects a +39 number through Meta's own Embedded Signup in about two minutes, for a flat fee per connected number from US$ 9 a month. Meta's message charges are billed to your own WhatsApp Business Account and never marked up.
