Which 24 hour window is this?

The WhatsApp Business Platform has a well known 24 hour customer service window, counted from a customer's last message, that governs whether free text can be sent. This is a different clock entirely. It counts from the moment a Coexistence number completed onboarding, and it governs only whether contacts and chat history can still be pulled across.
The two have nothing to do with each other beyond the number, and a message sent successfully is no indication that the sync window is still open.
Why does it get missed?
Because onboarding and integration usually happen on different days, and often by different people.
A typical sequence is that a business owner connects the number in the afternoon, then an agency or developer wires it into their systems later that week. By the time anyone thinks about history, the window has closed, and the failure arrives as an unfamiliar error code rather than as a warning.
It is worth treating the sync as part of onboarding rather than part of integration. If history matters at all, it has to be pulled on the same day the number connects, before anything else is built.
