"This phone number isn't eligible" in Coexistence signup
Meta's signup popup says a number is not eligible when the WhatsApp Business app account behind it does not pass Meta's checks for connecting to the platform. Meta's documented reason is insufficient activity in the app. The fix is real, ongoing use of the app on that number, then running the flow again.
Meta's code for a number that isn't eligible to connect to the WhatsApp Business Platform.
Meta's stated resolution: more activity on the WhatsApp Business app is needed to determine eligibility.
A separate code for numbers from a region where the feature is unavailable.
The API code for a number not eligible to receive a registration code because it is not being migrated.
What does the message actually say?
The popup shows the message in the language it is displayed in. In English it reads "This phone number isn't eligible for registration or migration". In Spanish it appears as "Este número de teléfono no cumple los requisitos para el registro ni la migración". Meta's Embedded Signup error reference lists the closest documented version under code 3441045: "Your phone number isn't eligible to connect to the WhatsApp Business Platform".
Whatever the language, the meaning is the same. The flow reached the phone number step, Meta looked at the WhatsApp Business app account registered to that number, and declined to connect it to the API. Nothing was changed on the phone, and the app keeps working exactly as before.
Why does Meta refuse an eligible-looking number?
Meta's own resolution for 3441045 is short: more activity on the WhatsApp Business app is needed to help determine eligibility. Meta does not publish a threshold, a number of days or a message count, so any figure you read elsewhere is a provider's observation rather than a Meta rule.
Read plainly, that points at accounts with little genuine use behind them: a number registered recently, or one that has barely carried real conversations.
Two other refusals look similar and are not the same thing. Code 3441042 means the feature is unavailable for numbers from that region. And on the API side, 2388091 and 2388093 say a number isn't eligible to receive or verify a registration code because it is not being migrated, which belongs to the migration path, not to Coexistence.
What should you do before trying again?
Use the number normally in the WhatsApp Business app: real customer conversations, sent and received, over a meaningful period. Avoid deleting the account or registering the number again while you wait, since Meta's check is about activity on that account and starting over gives it less to look at.
Check the basics at the same time. The app has to be the WhatsApp Business app rather than consumer WhatsApp, on version 2.24.17 or newer, and the number must not be connected to another API provider. Those produce their own messages, covered on separate pages.
Then run the flow again from the start. Eligibility is evaluated by Meta on each attempt, so a new attempt after genuine activity is the only test that matters.
Common mistakes
- Retrying the flow several times in a row. Eligibility is assessed by Meta and repeated attempts can run into rate limits instead.
- Registering the number again on a fresh install to start clean. Meta's check is about activity, and a new registration has none.
- Assuming the provider can whitelist the number. No provider can override Meta's eligibility decision.
EasyCoexistence runs Meta's own Embedded Signup, so eligibility is decided by Meta. Each attempt is recorded on the connection timeline with what Meta returned, which makes the next attempt a comparison rather than a guess.
Frequently asked questions
Is my number banned?
No. This message is about connecting the number to the API. The WhatsApp Business app keeps working on the phone exactly as before.
How long should I wait before retrying?
Meta publishes no fixed period. Its documented fix is more real activity in the WhatsApp Business app, so wait until the number has been in genuine use.
Why does the message mention migration?
The same popup also handles moving numbers between accounts. The refusal covers both paths, so the wording names both.
Will a different provider get a different answer?
No. Every provider uses Meta's same Embedded Signup, and the eligibility check is Meta's.
