What is the synchronization this refers to?

It is the step that carries a Coexistence number's existing contacts and conversation history across to the API side, so software does not start blind on a number a business has used for years.

This only exists because of Coexistence. A number onboarded the ordinary way has no prior app history to bring, and there is nothing to sync. A Coexistence number has both, and Meta offers a one time transfer of them at the point the number connects.

That is also why the error is unfamiliar even to people who have worked with the Cloud API for a long time. It belongs to an onboarding mode they have never used.

Why can it only run once?

Because it is part of onboarding rather than an ongoing capability, and Meta treats it as a one time decision made at connection.

The business owner is asked during Embedded Signup whether to share existing chat history. Answering yes is what allows the sync to run. There is no setting to turn it back on later and no endpoint that repeats it, which is why a second call returns this error rather than a rate limit that clears.

So the practical consequence is that the choice matters more than it looks at the time. Someone clicking through onboarding quickly, and declining history because declining feels safer, has made a decision that only a full disconnect and reconnect can revisit.

What happens if you actually need it again?

The number has to be disconnected and connected again, which is a real operation rather than a setting.

Reconnecting runs Embedded Signup from the start, including the code scan on the phone, and gives a fresh opportunity to accept history. The WhatsApp Business app is unaffected throughout, so the business does not lose anything, but it is not a silent background action either: someone has to be at the phone.

There is one consequence worth planning for. A disconnection removes the webhook destination, because that destination lives as an override on an app subscription rather than on the number. Reconnecting restores sending and monitoring but not delivery to your own server unless something puts it back.

  • Declining chat history during onboarding to be cautious. That choice can only be revisited by reconnecting the number.
