How do the levels fit together?
Three levels, and calling all of them the account is where most confusion starts.
The Business Portfolio sits at the top, representing the company in Meta Business Manager. It holds assets: ad accounts, pages, and WhatsApp Business Accounts. Inside a WhatsApp Business Account sit the phone numbers, each with its own phone number id, quality rating and messaging tier.
So a sentence like check the account is working can mean four different checks depending on who is saying it. When something is wrong, being precise about which level you mean saves most of the diagnostic time.
Why does it matter whose portfolio holds the number?
Because it decides who actually controls the connection.
When onboarding runs through a Tech Provider's own app, the number is connected in the client's portfolio, with the provider's app authorised to act on it. The relationship with Meta belongs to the client, the billing for conversations goes to their payment method, and revoking access is something they can do.
When tooling is built on somebody else's provider account, numbers end up attached differently, and the limits people hit on general purpose automation platforms come from that shared relationship. For an agency this is the answer to a question every serious client eventually asks.
