WhatsApp Coexistence in Peru: availability and Meta's rates

Coexistence is available in Peru, because Meta's onboarding documentation for WhatsApp Business app users contains no country restriction. Messages to +51 numbers use Peru's rate card: from October 1, 2026, USD 0.0703 per marketing template and USD 0.03 per utility or authentication template, or PEN 0.2339 and PEN 0.0998 on Meta's sol card.

Is WhatsApp Coexistence available in Peru?

Yes. Meta's documentation for onboarding WhatsApp Business app users sets requirements on the number and the app rather than on the country. A +51 number qualifies when it is already active on the WhatsApp Business app, the app runs version 2.24.17 or newer, and onboarding goes through Embedded Signup with a Tech Provider or Solution Partner.

Once connected, the phone keeps sending and receiving while the same number becomes reachable through Cloud API. Meta fixes API throughput for numbers shared with the app at 20 messages per second.

How much does Meta charge per message in Peru?

Meta charges per delivered message, priced by category and by the market of the recipient's calling code. Peru (+51) has its own line. On October 1, 2026 Meta raised Peru's utility and authentication rates, which now sit at USD 0.03, the highest utility rate among the Latin American markets on the card. These are list rates; volume tiers can lower utility and authentication for large monthly volumes.

What stays free for a Peruvian business?

Messages sent from the WhatsApp Business app on the phone. Meta's documentation states those remain free after onboarding, and only messages sent through Cloud API are priced.

Through the API, Meta gives every business phone number 1,000 free service messages per month, the non-template replies sent while the 24 hour customer service window is open, resetting monthly. Customers who arrive through a Click to WhatsApp ad open a free entry point window of up to 7 days in which Meta charges nothing for marketing, utility, authentication or service messages.

Utility templates sent inside the customer service window have been charged since October 1, 2026.

Can Meta bill a Peruvian account in soles?

PEN is available, launched on April 1, 2026 among the currencies Meta added that year, and Meta publishes a PEN rate card covering every market it prices.

The currency is chosen when the Messaging account is created and is fixed from then on, except through Meta's Currency Migration API. Meta's pricing page describes mandatory local billing migrations for Brazil and India only, so a Peruvian business decides between PEN and USD for itself.

How to set it up

  1. Check the numberConfirm the +51 number is on the WhatsApp Business app, version 2.24.17 or newer, and not attached to another provider.
  2. Choose PEN or USDPick the currency when the account is created and add a payment method in Billing Hub.
  3. Run Embedded SignupLog in with Facebook, select the portfolio and the number, and confirm the connection in the app.

Common mistakes

  • Budgeting utility sends with figures from before October 1, 2026. Meta raised Peru's utility and authentication rates on that date.
  • Leaning on utility templates for replies. Inside an open window a free service message does the same job, up to 1,000 a month per number.
  • Assuming neighbouring markets cost the same. Colombia's utility rate on the same card is USD 0.0008.
Doing this with EasyCoexistence

EasyCoexistence connects a Peruvian number through Meta's Embedded Signup and keeps monitoring the connection. Meta bills messaging to your own account directly, and we add no markup.
