Is WhatsApp Coexistence available in Germany?

Yes. Meta's documentation for onboarding WhatsApp Business app users to Cloud API sets requirements on the app version (2.24.17 or newer) and on the partner running Embedded Signup, and names no country, region or calling code restriction. It adds no condition specific to the European Union either. A +49 number registered and active in the WhatsApp Business app is eligible.

If Embedded Signup refuses a German number, the reason is one of the general ones: the number is still on the consumer WhatsApp app, the app is older than 2.24.17, or another provider still holds it. The eligibility page covers each case.

What does Meta charge per message in Germany?

Meta charges per delivered template, priced by the recipient's country calling code. A template delivered to a +49 number costs Germany's rate whether the business sending it is in Berlin, Vienna or elsewhere.

Germany has its own line on Meta's rate card, and it sits well above the Rest of Western Europe line: US$ 0.1365 for marketing against US$ 0.0592, and US$ 0.055 for utility against US$ 0.0171. Meta lists no authentication-international rate for Germany. Free-form replies inside an open 24 hour customer service window are free, a utility template sent within it is free, and messages typed in the WhatsApp Business app on a Coexistence number stay free.

What does the German rate mean for how a business uses the API?

Because a marketing template to a +49 number costs more than thirteen cents of a dollar and a utility template five and a half cents, the cheapest messages in Germany are the ones Meta does not charge for at all.

That makes the customer service window the main cost lever. A workflow that answers people who wrote in, inside 24 hours, pays nothing per message. A utility template sent while that window is open is also free. Outreach that opens a thread with a template is where the bill comes from. On a Coexistence number, anything staff type on the phone in the WhatsApp Business app is free too, so the API can be kept for automated sends.

How do you connect a German number and keep the app?

With Meta's Embedded Signup, using the option for a number already in the WhatsApp Business app. A Tech Provider hosts the flow; the business logs in with Facebook, selects its Business Portfolio, enters the +49 number and confirms with the QR code shown in the app. Synchronizing must begin within 24 hours of finishing, or the flow has to be repeated.

The phone keeps working afterwards, and the same number sends and receives through Cloud API at a fixed 20 messages per second. Every screen is described on the connecting a number page.

Common mistakes

  • Budgeting German recipients at the Rest of Western Europe rate. Germany has its own line, more than double for marketing.
  • Opening threads with templates where a reply inside the 24 hour window would do. In Germany the gap between free and paid is large.
  • Classifying promotions as utility to pay less. Meta reviews template categories and charges marketing at the marketing rate.
Doing this with EasyCoexistence

EasyCoexistence connects a +49 number through Meta's own Embedded Signup in about two minutes and charges a flat monthly fee per connected number, from US$ 9. Meta bills its message rates directly to your own WhatsApp Business Account, and we never mark them up.

Frequently asked questions

Can Meta bill a German business in euros?

Yes. EUR is one of the billing currencies Meta publishes rate cards in, with Germany at €0.1131 for marketing on the October 1, 2026 card.

Does Coexistence have extra conditions in the EU?

Meta's current onboarding documentation for Business app users states none. The requirements are the same everywhere: app 2.24.17 or newer and an Embedded Signup partner.

Is a reply to a German customer charged?

Not a free-form reply inside the 24 hour customer service window. Templates outside the window are charged per delivery.

Are messages from the phone still free?

Yes. Meta states that messages sent from the WhatsApp Business app stay free after onboarding. Only Cloud API sends follow Cloud API pricing.
