WhatsApp Coexistence in Brazil: availability and Meta's rates
Coexistence is available in Brazil: Meta's onboarding documentation for WhatsApp Business app users sets no geographic restriction. Messages to +55 numbers are priced on Meta's Brazil rate card, which from October 1, 2026 charges USD 0.0625 per marketing template and USD 0.0068 per utility or authentication template, with BRL rates published alongside.

Is WhatsApp Coexistence available in Brazil?
Yes. Meta's current documentation for onboarding WhatsApp Business app users lists the requirements a number has to meet, and none of them is a country. A Brazilian number qualifies on the same terms as any other: it is already in use on the WhatsApp Business app, the app is on version 2.24.17 or newer, and the onboarding runs through a Tech Provider or Solution Partner using Embedded Signup.
Once connected, the app on the phone keeps working and the same +55 number gains Cloud API access. Meta fixes throughput on these numbers at 20 messages per second to stay compatible with the app.
What does Meta charge per message in Brazil?
Meta charges per delivered message, by category and by the recipient's country calling code. Brazil (+55) is a named market on the rate card, so messages to Brazilian numbers are charged Brazil's own rates rather than a regional average. These are the list rates effective October 1, 2026, from Meta's USD and BRL rate cards. Utility and authentication rates can fall further with monthly volume tiers, which Meta applies per market and category.
| USD rate card | BRL rate card | |
|---|---|---|
| Marketing template | USD 0.0625 | BRL 0.3217 |
| Utility template | USD 0.0068 | BRL 0.035 |
| Authentication template | USD 0.0068 | BRL 0.035 |
| Service, after 1,000 free per month | USD 0.0068 | BRL 0.035 |
Which messages stay free?
Three things cost nothing. Messages typed in the WhatsApp Business app on the phone stay free after onboarding, because Meta only applies Cloud API pricing to what is sent through the API. Each business phone number gets 1,000 free service messages a month, the non-template replies sent inside the 24 hour customer service window. And everything sent inside a free entry point window, opened when a customer arrives from a Click to WhatsApp ad, is free for up to 7 days.
Two things changed on October 1, 2026: service messages past the first 1,000 each month are charged, and utility templates sent inside the customer service window are charged too.
Does Meta bill Brazilian businesses in reais?
It does now. Meta began billing localization for Brazil on July 1, 2026. Solution Providers and directly integrated businesses whose Sold-To country in Billing Hub is Brazil can create Messaging accounts in BRL, and charges on those accounts are invoiced in BRL by Facebook Brasil, Meta's local entity.
The change has a deadline. Eligible customers have to move every Messaging account in their business portfolio to BRL by June 30, 2027, because from July 1, 2027 Meta stops delivering messages from their non-BRL accounts. Meta offers a Currency Migration API for the move, since a currency chosen at account creation cannot otherwise be changed.
How to set it up
- Check the numberConfirm the +55 number is on the WhatsApp Business app, version 2.24.17 or newer, and not attached to another provider.
- Set up billingAdd a payment method in Billing Hub, in BRL if your Sold-To country is Brazil.
- Run Embedded SignupLog in with Facebook, choose the portfolio and the number, and confirm the connection in the app.
Common mistakes
- Keeping a USD Messaging account past June 30, 2027 when your Sold-To country is Brazil. Meta stops delivering its messages from July 1, 2027.
- Treating every reply as free. Since October 1, 2026, service messages beyond 1,000 per number per month are charged.
- Budgeting by where the business sits. Meta prices by the recipient's calling code, so a message to a Portuguese number is charged at Rest of Western Europe rates.
EasyCoexistence connects a Brazilian number through Meta's Embedded Signup in about two minutes and watches the link afterwards. Meta bills your messages to your own account, in BRL where you are eligible, and we never mark them up.
Frequently asked questions
Do I need a Brazilian company to use Coexistence?
No. Meta's requirements are about the number and the app, not where the company is registered. The company location only matters for which currency and Meta entity bill you.
Is the BRL rate the same as the USD rate?
Meta publishes a separate rate card per currency. For Brazil, the October 1, 2026 card lists BRL 0.3217 for marketing and BRL 0.035 for utility and authentication.
Do messages I send from the phone cost anything?
No. Meta's documentation says messages sent through the WhatsApp Business app stay free after onboarding. Only API sends follow Cloud API pricing.
What happens if my account has no payment method?
Meta still delivers service messages inside the 1,000 free tier, but stops delivering them once the tier is used. Add one in Billing Hub before sending anything Meta charges for.
