WhatsApp 错误 131045：号码未注册
错误 131045 表示该号码尚未注册 Cloud API 消息发送。将号码添加到 WhatsApp Business 账户，以及注册该号码以发送消息，是两个独立步骤。此错误表示第二步尚未完成。
为何有两个步骤
因为 WhatsApp Business 账户可以包含尚未发送消息的号码。添加号码用于确认所有权；注册号码则会启用 Cloud API 消息发送，并设置两步 PIN。
手动设置时，这是两个独立的 API 请求。您可能完成第一步后忘记第二步。此时号码会显示在账户中，在控制台看起来正常，但每次发送都会因这个错误而失败。
如何解决
取决于号码是如何添加的。
- 手动设置时，使用该号码的 phone number id 和两步 PIN 调用 register 端点。
- 通过提供商进行 Coexistence 入门时，注册会在流程中完成，因此此错误通常表示流程尚未完成。
- 如果号码最近从其他账户迁移而来，必须在新账户中重新注册。
- 如果注册本身失败，通常原因是 PIN，对应错误 133005。
常见错误
- 以为控制台中显示的号码已经可以发送消息。显示与已注册是两回事。
- 中途放弃入门流程。最后几个步骤才会完成注册。
- 将此错误与 133006 混淆，后者涉及验证而不是注册。
