错误 132016 表示消息模板已永久停用，无法再次使用。这通常是质量持续下降的结果：收件人屏蔽或举报了使用该模板发送的消息，模板质量评分下降，Meta 最终撤下了它。
消息模板如何走到这一步
通常不是一步造成的。已获批准但不受收件人欢迎的消息模板会不断累积屏蔽和举报，质量评分从绿色降为黄色，再降为红色，随后进入暂停状态。反复暂停最终会导致永久停用。
如果您持续监听，这个过程完全可以观察到。模板质量 Webhook 会报告每次变化，模板变为黄色时就是警报，您仍有时间采取行动。忽略这个信号，正常可用的消息模板就会变成无法使用的模板。
应该怎么处理
按以下顺序做两件事。
- 停止使用该模板发送消息，并改用其他模板，因为它永远无法再次使用。
- 在编写替代模板前，先了解收件人不喜欢它的原因，否则替代模板可能重蹈覆辙。
- 同时检查受众和措辞。即使模板本身不错，发送给不期待这些消息的人，仍会收到屏蔽反馈。
- 订阅模板质量 Webhook，这样下一次质量下降在黄色阶段就能被发现，而不是等到停用后才知道。
常见错误
- 用新名称重新创建同一个模板。失败的是内容本身。
- 忽略黄色质量评分。黄色是警告，红色是后果。
- 把问题归咎于措辞，而受众才是真正的问题。
