WhatsApp 錯誤 131045：電話號碼未註冊
錯誤 131045 表示電話號碼尚未註冊 Cloud API 訊息功能。將號碼加入 WhatsApp Business 帳戶，以及註冊號碼以發送訊息，是兩個獨立步驟。此錯誤表示第二個步驟未完成。
為何有兩個步驟
因為 WhatsApp Business 帳戶可以儲存尚未發送訊息的號碼。加入號碼可確認擁有權，註冊號碼則會啟用 Cloud API 訊息功能，並設定其兩步驟 PIN。
手動設定時，這是兩個獨立的 API 請求，很容易完成第一個後忘記第二個。這樣一來，號碼會顯示在帳戶中，在控制台看似正確，卻會因這個錯誤拒絕所有發送。
如何解決
視乎號碼加入帳戶的方式而定。
- 手動設定時，使用該電話號碼 id 的兩步驟 PIN 呼叫 register 端點。
- 透過服務供應商進行 Coexistence 導入時，註冊會在流程中完成，因此這個錯誤通常表示流程未完成。
- 如果號碼最近從其他帳戶遷移，必須在新帳戶中重新註冊。
- 如果註冊本身失敗，原因通常是 PIN，錯誤代碼為 133005。
常見錯誤
- 以為控制台中顯示的號碼已可發送訊息。顯示與已註冊是兩回事。
- 中途放棄導入流程。最後幾個步驟才會完成註冊。
- 將此錯誤與 133006 混淆，後者關乎驗證而非註冊。
